A simple order
1) Child doctor. 2) Hearing check. 3) Talking and play check with a speech-language pathologist. A formal diagnosis (official name) is with a doctor or psychologist. You do not have to freeze all help until that paper arrives.

Do therapy centres give disability certificates?
No. Those follow government medical boards. A therapy report is not the same document.
